From Longman Dictionary of Contemporary Englishcap-and-tradeˌcap-and-ˈtrade noun [uncountable]  a system in which companies are only allowed to produce a limited amount of substances that harm the environment. If they produce more than the amount allowed, they have to buy permission from other companies that produce less.
